The LEVA-EU member showcased the attributes of its next-generation cargo bikes at the globally renowned International Cargo Bike Festival, which recently took place in the city of Utrecht in the Netherlands on October 13-14.

Fulpra made a bold impression at the latest International Cargo Bike Festival with its Co-Founder and Growth Director, Michel Van Eijnatten, giving a presentation about his company on the ICBF stage, which began with the statement: “You are looking at the greatest cargo bike in the world.”

The succinct introduction captured the attention of attendees and set the tone for the remainder of his presentation, which focused on substance over slogans.

Van Eijnatten spoke about the creation of Fulpra five years ago, as a project aiming to design the most efficient cargo bike for sustainable last-mile delivery. This led them to develop their three-wheeled cargo bike, designed fully by the Fulpra team with its own drive line, platform and compartment.

On stage, he announced a new four-wheeled cargo bike, the Fulpra Quatro, a comfort-optimised version that has 80% of the same bike and unique drive line of the three-wheeler model, which equips both LEVs for efficient performance carrying a 350 kg payload.

The presentation concluded with a lighthearted moment as the event host, Emma Stubbe from the Dutch Cycling Embassy, took one of the bikes for a test ride.

ICBF was a successful event for Fulpra, demonstrating their commitment to innovation in redefining urban logistics with advanced electric cargo bike technology throughout the show.

Based in the Nieuwegein area of Utrecht, its team continues to develop the next generation of electric cargo bikes, which are designed to be powerful, reliable, and purpose-built solutions for real-world urban transport demands.

  3. LEVA-EU Info-Session on EU Battery Regulation & ZIV-Proposal International Cargobike Festival

Comments Off on LEVA-EU Info-Session on EU Battery Regulation & ZIV-Proposal International Cargobike Festival

At the International Cargobike Festival (ICBF), LEVA-EU will host a free information session on the EU battery Regulation and the ZIV-proposal on Monday 13 October from 12:30 to 14:30 in Meeting Room 6. The meeting is free of charge for all interested professional visitors and press, but for practical reasons registration here, https://tinyurl.com/mpcjuf28, is required.

The regulatory landscape for e-cargo bikes is shifting on two fronts:

    • EU Battery Regulation: New obligations are phasing in step by step. Each guidance note and deadline clarifies what manufacturers and suppliers must do in practice.
    • EN 17860 series: For the first time, the sector has a comprehensive, purpose-built set of technical requirements and test methods for e-cargo bikes. Under the current Machinery Directive framework, this enables manufacturers to place demonstrably safe vehicles on the market.

At the same time, the ZIV proposal could push a large share of today’s e-cargo bikes out of the EPAC framework and into Regulation (EU) 168/2013 type-approval—an ill-suited, moped-/motorcycle-oriented regime that would overhaul compliance pathways, add significant fixed testing and certification costs, and jeopardize the availability of many viable models.

What LEVA-EU will do at ICBF

    • Explain the changes: We’ll map the practical implications of the Battery Regulation, EN 17860-standards, and the ZIV proposal for manufacturers, importers, and suppliers.
    • Listen and collect input: Your operational realities—design choices, component sourcing, documentation, testing—will inform our advocacy.
    • Coordinate industry response: We’ll help align positions to protect fair, proportionate, and innovation-friendly rules.

Free information session (open to all professional visitors), please register here: https://tinyurl.com/mpcjuf28

LEVA-EU will host a free info meeting on standardisation and compliance, focusing on:

    • The Battery Regulation: upcoming obligations and what to prepare now
    • EN 17860: how to use the series to demonstrate safety and conformity
    • The ZIV proposal: risks of narrowing the EPAC definition and pushing innovative LEVs—such as e-cargo bikes and vehicles adapted for people with disabilities—into type-approval, with knock-on effects for costs, time-to-market, and inclusion

LEVA-EU will be present at ICBF on both days with a booth. We warmly invite you to stop by if you have any questions regarding electric carrier cycles, light electric vehicles, LEVA-EU membership, or relevant rules and legislation. If you’d prefer, you can schedule an appointment in advance through the Conversation Starter app of ICBF.

Access to the International Cargo Bike Festival is free, but visitors are requested to register in advance on this webpage: https://cargobikefestival.com/your-visit/#ticketwidget

We’re looking forward to meeting you in Utrecht!

The International Cargo Bike Festival (ICBF) takes place on 25-26 October at the Jaarbeurs Expozaal Beatrixgebouw event venue in Utrecht, and sees a focus shift from purely B2B, with family-friendly activities alongside panel discussions and the chance to check out cargo bikes from a wide variety of exhibitors

The ICBF was founded in 2012 with the intention of demonstrating that cargo bikes are suitable for transporting children and can also be effective in ‘last mile’ city logistics as an alternative to traditional vans. Organisers Jos Sluijsman and Tom Parr stated, “Our goal is to inspire the world to stop using cars and vans and start using cargo bikes instead. That’s why we’ve declared the 2020s the decade of the cargo bike. Why? We believe that the cargo bike will become mainstream in this decade. The potential impact is huge, so join us and let’s make it happen together.”

The event brings together manufacturers, designers, engineers, logistics partners and other users to exchange ideas through a program of panel discussions. The annual festival started out in 2012 as ‘BakfietsTreffen’ in Nijmegen, and has become increasingly international over the years. It took place outside the Netherlands for one year in 2018; the next year, when the festival took place in Groningen, there were representatives from 40 countries. Last year in Amsterdam, participants from India and African countries were present for the first time.

    Panel discussions and keynote speeches

On Friday 25 October, Karen Vancluysen from POLIS Network will deliver a keynote discussion on the evolution of urban mobility networks.

On the topic of diversity, a panel including Nüwiel founder and CEO Natalia Tomiyama, Angela van der Kloof from Mobycon and others will share experiences from underrepresented groups in the cargo bike industry, and explore how to facilitate their contributions and remove barriers to participation.

Two separate panels will examine the role of cargo bikes in inner cities’ zero-emission zones. This hot topic for both entrepreneurs and policymakers will be discussed by speakers from, among others, the municipality of Utrecht, the Netherlands Enterprise Agency (RVO) and ARUP. Additionally, Dr. Tom Assman from the Otto-von-Guericke University, Magdeburg, will present his research on autonomous cargo bikes.

On Saturday 26 October discussions begin with a panel led by Cycling Industries Europe exploring and reflecting on the results of the European survey on bicycle logistics service providers. This will feature representatives from the French, Belgian and German national bicycle logistics federations.

An afternoon session welcomes speakers from Mali, Nigeria and South Africa to look at developments in African cargo bike and bike logistics, while community organizer Cathy Tuttle offers insights into Portland’s ‘Weird, Wild and Wonderful’ cargo bike culture.

All panel session and speeches will shared on the ICBF YouTube channel after the event.

Several side events take place alongside ICBF, a LEVA-EU parallel session on Friday 25 October at 12:00, which aims to guide participants through the complexities of LEV standardisation.

  7. Fulpra Event Invitation: Tackling Challenges in Last-Mile Urban Logistics – How Do You Overcome Them?

Comments Off on Fulpra Event Invitation: Tackling Challenges in Last-Mile Urban Logistics – How Do You Overcome Them?

On Thursday, October 24, Lodewijk van Nooten (Bikeshift), Michel van Eijnatten (Fulpra), and Jos Sluijsmans from the International Cargo Bike Festival (ICBF) will brief the logistics sector on challenges and solutions in last-mile urban logistics 🚲🌏. They will do so during an exclusive free event (2:30 PM – 6:00 PM) in Nieuwegein at LEVA-EU Member Fulpra, ahead of the International Cargo Bike Festival (October 25 and 26 at Jaarbeurs Utrecht). Feel free to join them from 2:30 PM to 6:00 PM (including a networking reception). Register for free via the link below.

The event highlights the recently announced partnership between Bikeshift and Fulpra. The organizers see no obstacles as zero-emission city centers approach, but rather opportunities. Michel van Eijnatten from Fulpra says: “The transition to zero-emission urban logistics is essential for a sustainable future. However, it also presents challenges for the logistics sector. How can companies continue to meet the demand for fast delivery while reducing their ecological footprint? Bike couriers can navigate city traffic quickly and flexibly. With the right professional e-cargo bikes, they can carry surprisingly large loads. Safe and agile, they are the effective alternative to dirty diesel vans—and, in fact, to any delivery vehicle in the city, including electric ones!”

    From Delivery Van to Bike

Bikeshift has been providing flexible staff for years, delivering meals, groceries, and packages on e-bikes and cargo bikes, and is optimistic about these developments. Lodewijk van Nooten from Bikeshift says: “Bike couriering is a specialty in last-mile urban logistics. Transitioning companies to a fleet of e-bikes, cargo bikes, and LEV vehicles instead of traditional delivery vans may also put some pressure on your existing workforce. Can, and do, these workers want to switch from vans to bikes? Or will you need to find new personnel? Only innovative solutions will make zero-emission city centers a success in the future.”

The International Cargo Bike Festival (ICBF) has announced its 2024 venue and dates: it will take place in Utrecht, the 4th largest city in the Netherlands, 40 km south of Amsterdam, where the ICBF 2023 event was held.

Utrecht has a population of 360,000 and is known for being an important hub for national & international transport networks. It’s a globally renowned bike-friendly city that has admirable cycling infrastructure, including its multi-storey bike parking facility, which is reportedly the largest in the world.

ICBF says Utrecht is one of the most cargo bike-friendly places in the world and it can’t wait to show everyone on a global stage. The city has numerous cargo bike schemes, and many of its citizens use this mode of transport.

    New venue, new partnerships

ICBF’s 2023 event was hosted at the same location as Fully Charged’s Home Energy and Electric Mobility show, but they will not be collaborating for this year’s event due to a date change for Fully Charged’s show, making ICBF a standalone event for 2024.

The International Cargo Bike Festival has also announced that it will be working with Dutch Cycling Week for 2024, and exploring more of its possibilities in the years ahead. Dutch Cycling Week is a Utrecht-based cycling knowledge platform that aims to become the world’s largest platform for increasing bicycle awareness levels, policy making and usage.

ICBF has confirmed there will be plenty of opportunities at the 2024 show for cargo bike and cycling-related companies to showcase their offerings through its expo, test-track, presenting on stage, or numerous online and offline sponsorship and promotional options that are on offer.

    Save the dates

The ICBF team are compiling information to release to visitors and exhibitors as soon as they can, and in the meantime invites everyone to stay updated by signing up to its mailing list, and keeping an eye on ICBF Instagram, LinkedIn, Facebook, Threads and Twitter social media channels.

Previous 2023 show presentations can be viewed on YouTube. ICBF also looks forward to unveiling a new website revamp and rolling out the 2nd issue of its own magazine, Carrier. Carrier Issue 01 can be accessed here.
