    The European Commission has recently unveiled an action plan for the European automotive industry, however it excludes purchasing incentives and social leasing programs for bicycles.

    While this initiative aims to accelerate the transition to electric mobility, concerns have been raised about the exclusion of e-bikes from such funding and promotional measures.

    Advocacy for e-bike inclusion

    Organizations such as Agora Verkehrswende and Zukunft Klimasozial have already published policy papers advocating for the expansion of electric car usage. However, stakeholders in the cycling industry argue that a comprehensive approach to electromobility should include e-bikes to ensure a socially equitable and sustainable transition.

    Wasilis von Rauch, Managing Director of German association Zukunft Fahrrad (Future Bicycle), criticized the exclusive focus on electric cars, stating, “Demanding purchasing subsidies only for e-cars sends the wrong political signal. The e-bike in particular is an efficient and healthy form of electromobility – even in rural areas – and is essential for the federal government’s expansion target for cycling. We are calling for sensible electromobility subsidies that combine socially staggered purchase subsidies for small e-cars with a bonus for switching to e-bikes – when buying, subscribing or sharing.”

    Economic significance of e-bikes

    E-bikes have emerged as a significant economic driver, with Germany positioning itself as a leader in e-bike innovation and market development. To date, approximately 13 million e-bikes have been sold in Germany. However, after experiencing a boom during the COVID-19 pandemic, e-bike sales have now stagnated. Industry experts warn that this downturn threatens not only the growth of cycling infrastructure but also jobs and revenues within the German bicycle industry. Restricting electromobility incentives solely to electric cars could have adverse effects on both business and industrial policy.

    Germany’s cycling targets and challenges

    The German Federal Government has committed to ambitious cycling targets under the National Cycling Plan (NRVP 3.0). Initially introduced by former Transport Minister Andreas Scheuer (CDU), the plan aims to double cycling performance in Germany between 2017 and 2030, increasing from 112 to 224 million kilometers per day. The current traffic light coalition has affirmed its intention to implement NRVP 3.0. In February 2023, the CDU/CSU proposed a binding implementation law for the plan in the Bundestag.

    However, recent findings from the Fraunhofer Institute for Systems and Innovation Research (Fraunhofer ISI) indicate that, without additional measures, cycling performance is projected to grow by only 20% between 2017 and 2035. This falls significantly short of the doubling target set for 2030, highlighting the urgent need for further policy support to enhance cycling infrastructure and e-bike adoption.

    As the European Commission introduces its e-mobility action plan, cycling advocates continue to push for a more inclusive approach that recognizes e-bikes as a crucial component of sustainable transportation.     Electrek recently visited the company’s production facilities in China and explored its new expansive manufacturing facilities and groundbreaking advancements in electric bicycle technology.

    Comprehensive component production

    Bafang has long been a significant force in the e-bike sector, producing a wide range of components integral to electric bike drive systems. Since the author’s initial visit in 2019, the company has substantially expanded its operations, now encompassing full e-bike battery design and manufacturing. The author described the contrast between their initial visit in 2019 and the latest tour, five years later, as “mind-blowing”. This expansion necessitated a move to a larger, state-of-the-art facility, highlighting the company’s commitment to innovation and vertical integration.

    Revolutionary research and development

    The journey begins in Bafang’s Research and Development (R&D) department, where a team of engineers and designers meticulously crafts the next generation of e-bike components. One of its impressive advancements is the development of internally geared hubs (IGHs) with integrated hub motors. Known as the Bafang Gear Variable Transmission (GVT) line, these components combine the clean, low-maintenance design of IGHs with the power and efficiency of electric motors. This innovation allows for automatic, cable-free shifting and opens new possibilities for e-bike design.

    Rigorous testing and quality assurance

    A rigorous testing process ensures the durability and reliability of Bafang’s products. Its motors undergo pressure, drop, and vibration tests, while soundproof rooms and electromagnetic compatibility chambers allow engineers to fine-tune performance and safety. The company has also developed a proprietary gear material, offering enhanced strength and reduced noise compared to traditional nylon or steel gears.

    State-of-the-art manufacturing

    On the factory floor, quality inspections are paramount. Components are scrutinized with micron-level precision before entering largely automated assembly lines. Notably, new vacuum systems at soldering stations enhance worker safety by extracting fumes directly through the workstation surfaces.

Traditionally the domain of specialized battery manufacturers, Bafang’s decision to produce its own high-quality battery packs represents a significant leap forward. The process begins with stringent cell testing, followed by robotic sorting and ultrasonic welding to create larger battery assemblies. After extensive performance testing, each battery pack undergoes a full charge and discharge cycle before packaging and shipment.

    The high cost remains the biggest deterrent to purchasing an e-bike. Current users rate their e-bikes at an average of 8.4, but only 51% of public perceptions about electric bikes are positive. This is according to the E-bike Monitor, a comprehensive study by Multiscope involving more than 5,500 Dutch respondents.

    High Cost and Theft Among Major Obstacles

    For 39% of potential buyers, the ‘price’ is the main barrier to purchasing an e-bike. Other concerns like ‘lack of physical effort’ (22%) and ‘vulnerability to theft’ (20%) are also common. Additionally, more than 10% of Dutch people consider e-bikes ‘dangerous,’ while 8% cite ‘lack of storage space’ as a concern. Fewer people mention issues like frequent charging (7%) or the negative ‘environmental impact’ (6%).

    Current Users Are Satisfied

    Despite the barriers, current e-bike owners are generally very satisfied with their purchase, giving an average score of 8.4. Only 19% rate their e-bike below an 8. Users especially appreciate the comfort, ease of use, and pedal assistance, which contribute to the high ratings.

    Only 51% of Perceptions of E-bikes Are Positive

    Just over half (51%) of the associations Dutch people have with e-bikes are positive, with ‘speed’ (14%) being the most frequent positive remark. On the other hand, ‘expensive’ or ‘high price’ (8%) and ‘dangerous’ (6%) are the most common negative perceptions.

    In a recent announcement, eBay has unveiled new plans to ban electric bike sales by specific users on its platform in the UK. However, the eligibility criteria and plan specifics both remain unclear. The ban will go into effect at the end of October.

    As reported by the BBC, eBay’s new policy aims to restrict private sellers from listing electric bicycles, allowing only certain “eligible business sellers” to continue offering them on the platform. However, eBay has not disclosed the criteria businesses must meet to qualify.

    The ban appears to be driven by fire safety concerns, although it remains unclear how the new rules will address these risks.

    Last year, the UK saw 155 reported e-bike fires, while estimates suggest there are between 500,000 to 1 million electric bicycles in the country. In contrast, there were 19,256 car fires among the 33.5 million cars, making car fires several times more likely (0.05%) compared to e-bike fires (0.01-0.02%). Despite this, eBay’s move seems voluntary, as no UK regulations currently govern private e-bike sales on online platforms.

    So far, eBay has not implemented similar bans in other markets, such as the US. While the number of e-bike fires has been rising, the overall frequency is still low compared to the total number of e-bikes in use.

    Nonetheless, the e-bike industry has been advocating for stricter voluntary measures to enhance battery production quality and promote international safety certifications. Most e-bike battery fires stem from very low-cost models with poor manufacturing practices, while high-quality e-bike batteries, which often come with safety certifications, rarely catch fire and can even be submerged in water without issue.

    In the US, cities like New York and several college campuses have introduced local regulations for e-bike battery safety. Proposed national regulations have stalled due to political debates.

    Insurer Huk-Coburg, in collaboration with YouGov Germany, conducted a representative online survey of 4,101 individuals to assess current mobility behaviours, with a particular focus on e-bikes.

    The study revealed that e-bikes continue to perform well, maintaining the bicycle’s position as the second most preferred mode of future transportation. Traditional, non-motorized bicycles, however, have lost popularity since the pandemic.

    Bicycle Ranks Second as a Future Mode of Transport

    According to the study, approximately one in four Germans considers the bicycle to best meet their future mobility needs, placing it second overall, behind cars but ahead of walking. However, the appeal of conventional bicycles has dropped significantly, with approval ratings decreasing from 26% in 2021 to 16%. In contrast, e-bike approval has remained steady at around 10%, helping to secure cycling’s second-place ranking.

    Regional Differences Highlight E-Bike Popularity

    The growing importance of e-bikes is particularly evident in North Rhine-Westphalia, where e-bikes are now viewed as a more suitable future transportation option (13%) compared to traditional bicycles (12%). The strongest support for e-bikes is found in Schleswig-Holstein (14%), with notable increases in popularity since 2021 in Hesse (9% to 11%) and Saxony-Anhalt (7% to 9%). However, in the other eastern states, e-bike support is declining, and Berlin remains at the bottom with only 5% approval.

    Expert Commentary on the Findings

    Dr. Jörg Rheinländer, a board member at Huk-Coburg, commented on the findings: “During the pandemic, the limited use of public transportation significantly boosted the popularity of bicycles. The sustained interest in e-bikes suggests they have attracted new, long-term users. The bicycle’s second-place ranking as a preferred future mode of transport underscores its essential role in a balanced and eco-friendly transportation mix.”

    Decline in Interest Among Younger People

    The study also indicates that interest in cycling is higher than interest in trains (15%) or trams/suburban trains (12%). However, enthusiasm for non-electric bicycles has notably waned among younger people since the pandemic. For those under 25, the perception of muscle-powered bicycles as the ideal future transport option has dropped sharply from 28% to 11% since 2021. Among those under 40, the rating has halved from 28% to 14%. In comparison, those over 40 have seen a smaller decline from 25% to 16%.

    Regional Variations in Cycling Adoption

    Regional variations are also significant in both future expectations and current cycling frequency. The northwest shows the highest increase in cycling over the past 12 months, with 21% of Hamburg residents, 20% of Schleswig-Holstein residents, and 18% of Bremen residents cycling more frequently, regardless of electric assistance. These figures exceed the national average of 14%. Conversely, the lowest increases are seen in Saarland (8%), Rhineland-Palatinate (10%), and Saxony (11%), where cycling adoption is about half as common as in the northwest.

    Company bike leasing has emerged as a significant growth driver for the bicycle sector, according to a study by Deloitte’s Sport Business Group in partnership with the industry association Zukunft Fahrrad. From 2019 to 2023, the total revenue of company bike leasing providers surged from 0.7 billion to 3.2 billion euros, nearly quintupling. This reflects an average annual growth rate of 46 percent.

    The study, “The German Company Bike Leasing Market,” surveyed the largest providers using a standardized questionnaire. These companies represent approximately three-quarters of the market. The collected data was then extrapolated to estimate the overall market size based on dealer information.

    The survey revealed that the fleet size of bicycles and e-bikes leased through employers has grown by an average of 45 percent annually since 2019, expanding from 400,000 bikes in 2019 to 1.9 million by the end of 2023. This marks nearly a fivefold increase over five years, with 23,000 bikes newly leased in 2019 and 790,000 in 2023.

    Leasing strengthens brick-and-mortar retail

    Kim Lachmann, Director and bicycle market expert at Deloitte stated “Company bike leasing has now become one of the most relevant market drivers in the bicycle market – especially in the past year, which has been challenging for the industry. High bicycle stocks and a simultaneous slight decline in customer demand due to inflation posed problems for many market participants. However, we continued to see stable growth in company bike leasing – both in terms of volume and price. It is also clear that it is strengthening brick-and-mortar retail in particular. Almost 90 percent of users buy their bikes there.”

    Leased bikes tend to be higher-priced, with about 80 percent being e-bikes and an average price of 3,500 euros in 2023—almost 1,700 euros more than the average price of bikes purchased in the overall market. According to the study’s authors, this price difference is a significant factor in the observed strong sales growth in the bicycle market.

    The study also found that around 37 percent of employees in Germany now have access to company bike leasing. The number of employees eligible for company bike leasing contracts through their employers grew from 5.3 million in 2019 to 16.8 million in 2023.

    Untapped potential

    The company bike leasing sector has grown immensely in recent years, but the potential is far from being exhausted. On average, around 90 percent of employees at participating employers are not yet leasing. In addition, the number of participating companies is increasing continuously – by an average of 46 percent annually since 2019. Company bike leasing is perceived by employees as an attractive offer,” says Kim Lachmann.

    In 2023, around 204,000 employers offered their employees the opportunity to lease company bikes, up from around 45,000 in 2019.

    Wasilis von Rauch, Managing Director of Zukunft Fahrrad, emphasized the market’s resilience, describing company bike leasing as a billion-dollar market that benefits both employees and companies through health and climate protection advantages. He noted that approximately two-thirds of commuters have a journey suitable for bicycles or e-bikes, often faster and more enjoyable than other modes of transport. Rauch urged policymakers to support this trend by creating conducive framework conditions.

    Belgian bike brand Ridley has unveiled its first urban electric bike, the Urbx. Powered by a Bafang motor, the Urbx is designed for urban exploration and marketed as the “ideal bike for the modern city dweller.” Starting at £2,199, the Urbx offers a choice of frame styles. This launch follows a €15 million investment in electric bike production by Belgian Cycling Factory, the parent company of Ridley and Eddy Merckx, announced last year.

    More than just a bike, a “lifestyle on wheels”

    The Urbx marks Ridley’s debut in the electric urban bike market, a notable move for a brand known for its high-end, premium bicycles.

    There are two frame styles: the Mixte, featuring a lower step-through design, and the Gent, with a traditional diamond shape. Despite the name, being a “gent” isn’t a prerequisite for that particular frame style.

    Ridley has equipped the Urbx with Ergon grips and saddle, emphasizing comfort with designs based on user feedback.

    The Drive System

    The Urbx is powered by Bafang’s G310 hub-drive motor, providing up to 30Nm of torque. Ridley emphasizes that the bikes “do not need the most powerful motor”, instead focusing on a more “natural riding experience.” The 360Wh battery offers a range of up to 80km, balancing weight, power, and capacity.

    To enhance its urban appeal, the Urbx features mudguards, a rear rack, and integrated lights in the seat post and handlebars. Buyers can choose between a belt drive or derailleur setup.

    Specifications

    The Urbx is available in three sizes: small, medium, and large for the higher tube version, and small and medium for the step-through design. Both styles offer a choice between a single-speed belt drive or a Shimano 10-speed Deore groupset. The bike features an aluminium frame paired with a carbon fork.

    Starting at £2,199, the Urbx falls into the entry to mid-level urban e-bike price range and is available for purchase from Ridley dealers now.

    Founded in 2017, AureusDrive develops, designs, conceptualizes, configures and assembles e-bike systems with a focus on the commuter.
