Dubai creates dedicated unit for e-scooter and bike regulation enforcement

The Dubai Roads and Transport Authority (RTA) and Dubai Police have launched a Personal Mobility Monitoring Unit, operational from May 1st 2026. The new unit will be responsible for enforcing regulations around the use of e-scooters and bikes, which have been recently reiterated by the RTA as it aims to connect more areas with city landmarks.
The move comes as concerns about dangerous riding have risen, with doctors seeing increasing numbers of injuries related to e-scooters. Behaviours monitored by the unit include adherence to designated paths, the wearing of helmets and other safety gear such as high-viz clothing, the observation of speed limits, and the carrying of more than one person on a scooter.
Violations will be issued, and the unit will have the power to impound offending vehicles. Penalties for reckless riding include fines of up to Dh1,050 (€244) for such violations as speeding or ignoring traffic signals.
The creation of the unit is intended to have a positive influence on the tourist’s experience; personal mobility devices such as electric scooters have become a part of the tourist experience, and authorities aim to ensure that tourists can safely explore the city without putting themselves or others at risk.
E-scooter rules which have been introduced include:
- Minimum age of 16
- Mandatory helmet, and reflective clothing advised
- E-scooters must not exceed 20 km/h
- Single occupancy only
- E-scooters must have working front and rear lights
